Washington, DC: U.S. Department of Agriculture, Forest Service. 222 p. A tool to help implement Forest Service road policy to arrive at a “minimum” road system. Presents a six step process to identify issues and concerns and promote “informed” decisions.

Havlick David G. , No Place Distant, Roads and Motorized Recreation on America’s Public Lands. 2002. Island Press. Explores the question of “appropriate access”, the motorized recreation boom, how roads have been funded. Issues a challenge to find the “political will” to implement decisions that provide suitable recreation in suitable places.
