Citation_Information Originator: Institute for a Sustainable Environment - University of Oregon (ISE) Publication_Date: March 1999 Title: Willamette Valley GPS-derived Control Points Edition: 1 Geospatial_Data_Presentation_Format: spatial dataset Publication_Information Publication_Place: Eugene Publisher: ISE Online_Linkage: PNWERC

Description Abstract A total of 54 GPS points were collected around the Willamette Valley, Oregon, in the fall of 1997 and spring of 1998. Locations were selected at road crossings over streams and along the Mainstem Willamette. Attention was paid to achieving relatively even spacing around the basin, including farthest extents, and along the Mainstem. Points were differentially corrected and imported into an ArcInfo coverage, attributed to indicate location, road, stream, and notes. Purpose These GPS points were collected to allow a common georeferencing matrix for GIS coverages used in several research projects of the Pacific Northwest Ecosystem Research Consortium (PNW-ERC). This Consortium consists of a partnership between researchers at University of Oregon, Oregon State University, and the Environmental Protection Agency with EPA funding. Supplemental_Information Procedures_Used Locations were selected around the Willamette River drainage basin where roads or railroads crossed mapped streams so that georeferencing would apply to both the road and stream coverages for the basin. In several cases, covered bridges were selected to add an historical dimension to the georeferencing of known places. In addition, a series of points were selected along the mainstem Willamette River that provided points for use in geo-referencing historical river coverages. All points were collected using a Trimble XLS-Pro GPS unit in conjunction with a datalogger (CMT MC-V) with Quickplan software to identify satellite coverage at each location, and antenna. Settings for the process included : minimum of 4 satellites required for point accumulation, PDOP (position dilution of precision) no higher than 8.0, elevation mask 15 degrees, position mode 3D, SNR (signal to noise ratio) at 6.0 and points were collected at 5 second intervals. Almost all of the sites had adequate conditions for collecting the desired number of points, 180. A few sites had atmospheric or topo- graphic conditions that restricted the number of GPS points to less than 180 and these are described in the NOTES attribute of the .pat. At bridge crossings we always collected points at the upstream side of the bridge, in the middle of the channel as determined by visual estimation. When a covered bridge necessitated standing elsewhere, the bearing and distance to the bridge center were noted and the offset was calculated. Points collected on the Mainstem Willamette were collected near the waters edge. Mainstem Willamette points were collected on October 2nd and 3rd and were accessed via EPA jetboat from Wilsonville to Junction City. Valley points were collected by road on Feb 24, 25, 26 in the western and southern subbasins and on April 7, 8, and 9 in the eastern and northern subbasins. After data capture the base station files were downloaded to PC from the Web (http://www.fs.fed.us/database/gps/portland.htm) using the Portland Forest Service base station. The rover files from the datalogger were downloaded to PC files and Pathfinder software was used to differentially correct the points as collected. Export from Pathfinder was in UTM Zone 10, Nad27, meters. After correction the files were exported to ArcInfo GIS on a unix workstation where they were generated, built, appended and attributed to create a point coverage for the Willamette Basin. The ISE Lab received the point coverage summer 1998. Upon investigation it was discovered that the points along the mainstem were not projected at Nad27, but Nad83 which caused a shift in location by about 230m. NW. Steps were taken to reproject just those mainstem points to UTM Zone 10, Nad27, meters. Revisions Version 3, mainstem points updated by the UO-ISE GIS Lab Fall 1998. Completeness_Report: See description of procedures, above. Horizontal_Positional_Accuracy_Report: Accuracy of horizontal position using this same equipment and settings has been shown to be 3 meters or better by the EPA Corvallis Lab in calibrating the equipment. Test GPS locations were compared to surveyed locations for a range of GPS collection paramaters. These settings were used in gathering the points in this dataset. The same base station and differential correction procedures were also used. Accuracy of position relative to known features (streams, bridges, roads) maybe somewhat worse than the actual GPS accuracy. Variables influencing this accuracy of relative position include: placement of GPS antenna on bridge relative to center of bridge and center of stream flow, and lack of pinpoint accuracy when selecting GPS position for ferry crossings, historical landmarks and other features. Vertical_Positional_Accuracy_Report: Vertical accuracy will not be as good as horizontal accuracy for these data points due to limitations of the GPS. We do not intend to use the data for vertical positioning. It usually indicated the river, stream or nearby feature. On Mainstem sites it often indicated whether the point was collected on the river right (RR) side of the river or the river left (RL) side as the water flows. Road indicates the name of the road crossing the stream where] the point was collected. Road names come from the Oregon Highway Map, The Oregon Atlas, or the Oregon Hiway GIS coverage from the State Service Center. Stream is the name of the stream GPSd, as indicated in the Oregon Atlas. Bridge_Feature includes information on characteristics of the bridge (# of lanes, relative width, pavement, etc.) if the point was collected at the intersection of road and stream. If the point was taken along the Mainstem Willamette, this attribute describes a major feature at that point (for example, a ferry crossing). Notes will comment on # of GPS points if less than 180 were collected and includes miscellaneous notes. Entity_and_Attribute_Detail_Citation: Not Available
