Title: PNW-ERC Willamette Basin Project
Description:
Abstract:
This dataset represents the spatial location and additional characteristics all streamside and in-channel structures in the Willamette River, Oregon, between the city of Eugene and the confluence with the Columbia River. The data were derived from a combination of tabular data obtained from the U.S. Army Corps of Engineers (ca. 1995) and a field survey performed by Oregon State University, Department of Fisheries and Wildlife personnel in 1990.
Purpose:
This dataset was created to spatially identify locations and attributes of revetments and other man-made structures (including docks, pilings, piers, wing-dams, etc) which have been constructed along the Willamette River between Eugene and Portland (confluence with the Columbia River). This coverage may be helpful in future efforts to select sites for restoration of floodplain function and in monitoring position of revetment projects.
Supplemental_Information:
Limitations of the Data: This coverage was created from two separate data sources. The initial database was created by the U.S. Army Corps of Engineers (USACE), and identified only revetments. Revetments in this database were identified in 1995 aerial photographs. This database included only those revetments within the USACE jurisdiction and omitted revetments constructed by municipalities, state and federal agencies. The field survey was designed to correct this omission. This survey was conducted by boat; survey personnel marked approximate locations of all channel and bank structures (including revetments) on aerial photographs. These hand-drawn estimates were then added on to the coverage derived from a combination of information in the USACE database, 1995 digital orthophotos and 1967 and 1986 USACE "riverbooks" (a publication of non-orthographic aerial photos with revetment locations, river mile notations, etc. drawn in). The exact spatial location of these structures may therefore be inaccurate. The database is a combination of fields obtained from the USACE and those derived from the 1999 field survey.

Process_Step:
Process_Description:
The preliminary coverage was created by Cody Fleece, University of Oregon, with subsequent edits by Paula Minear, Oregon State University. Revetments were digitized in Arc/Info using chan1995 and 1995 digitial orthophotgraphs as backcovers, with attributes from the USACE database. Positional information was provided from USACE photobooks of the Willamette River (1967 and 1981). This preliminary coverage was given to the USACE, Portland Office, for comments and editing. John Todd provided corrections in placement and/or length of revetments, and the edits were incorporated into the coverage. For the field survey of 1999, this line coverage, superimposed on the 1995 digital orthophotos, was printed onto 105 laminated pages (scale approximately 1:?????). During the actual field examination, surveyors drew in locations of all river bank and in-channel structures on these laminated pages. An additional set of field notes pertaining to structure type, composition, vegetation cover, etc was recorded for each structure. After completion of the 3 week survey, the hand-drawn lines were each given a unique identifier (struct_#). Also included were revetments from the USACE database not seen by the surveyors. A new coverage was created incorporating both the original USACE revetments (see above) and those noted by the surveyors. The surveyors arcs were digitized using the 1995 orthophotos as a backcoverage in Imagine 8.2 (?), and were attributed with the struct_#. The survey notes, including the struct_# field, were entered into a spreadsheet. This database was then joined with the coverage using the Tables command. Location by slice was performed using the identity operation in arc/info.

Overview_Description:
Entity_and_Attribute_Overview:
Length- The length of the arc as assigned by ArcInfo. The following attributes were derived from the USACE 1995 database:
Name- This item contains the common name of each revetment
River_Mile- This measurement is the distance in miles from the Willamette river/Columbia River Confluence. This information was included in the tabular data set obtained from the USACE. It seems to match the river miles in a document entitled "IR Aerial Photography, Willamette River, Oregon, Portland to Springfield, April and June 1981" and the rivermiles in the USACE Photo River Book from 1986.
Bank- L=left;R=right; These attributes identify the bank on which the revetments are located. The relative positions of left and right were chosen from the perspective of a person facing downstream.
Lngth_M- The length of the revetment as measured by the USACE -- converted from feet.
Lngth_F- The length of the revetment as measured by the USACE in units feet. Stuctures not in the USACE database will have an entry of 0.
Strct_typ- Structure type: S=stone; S&SB=stone and steel barrier; C3=Class III (low value, low risk); G&WB=gravel and wood barrier; C2=Class II((high value,low risk); DB=drift barrier; S&WB=stone and wood barrier; C3&C4=Class III and Class IV (low value, no risk); S&TP=stone and timber pile; SC&WB=stone, concrete and wood barrier; C3&P=Class III and pile; S&A=stone and asphalt; 8G=eight groins; C3&DB= Class III and drift barrier; S&A&WB=stone and asphalt and wood barrier;
Yr_cons- The year in which the revetment was constructed. All values are believed to be post-1900.
Cons_auth- Construction Authority for revetment: FCA(S)=Flood Control Acts (Sponsored Projects); FCA(U)=Flood Control Acts (Unsponsored Projects); R&H=River and Harbors Acts; Emergency=Emergency Bank Protection Projects.
Sponsor- Sponsors of revetment construction: 1=Corps of ngineers; 2=Rivers and Harbor Acts; 3=Emergency Projects; 4=Yamhill County District Improvement Company No.; 5=Eldriedge Bar District Improvement Company; 6=Keizer-Willamette District Improvement Company; 7=Polk County; 8=City of Salem; 9=Riverside District Improvement Company; 10=American Bottom Water Control District; 11=Oregon State Highway Division; 12=Houge District Improvement Company; 13=Oregon State Water Resources Department;14=Centennial Island District Improvement Company; 15=Benton County; 16=Linn County District Improvement Company No. 3; 17=Sam Daws District Improvement Company; 18=Lower Bend District Improvement Company; 19=Foster Improvement District; 20=Fertile District Improvement Company; 21=River Road Water Control District; 22=River Loop District Improvement Company; 41=Dever-Conner Water Control District; 42=Tri-County Improvement District.
Main_agr- Maintenance agreement Y=Yes;N=No
Main_cat- Maintenance category 1=high value/high risk (structures 0' to 75' from river bank); 2=high value/low risk (structures > 75' from river bank); 3=low value/low risk (revetment under attack); 4=low value/low risk; A=Cleared revetment or grass cover only; B=Combined grass, shrub and brush cover; C=Shrub and tree cover; D=Predominantly tree cover;
Cmmnts- N=None; SD=Sponsor Disbanded; SODL=Sponsor on Deficient Listing; MNA=Maintenance Not Authorized; RD=Revetment Deficient; *=RM130.2 868LF,RM130.6 1452LF.
Ratio- Arc length divided by database length in meters. This item was created to compare the digitized length of the revetments to the database length.

The following attributes were derived from the OSU 1999 field survey database:
Struct_#- Unique identifier to USACE coverage. Numbers run from upstream to downstream; if 2 structures were in the same location, the left bank structure has the lower number. The downstream end of the structure is considered the "beginning".
Photo_#- Refers to printouts of 1995 digital orthophotos used during field survey to mark structure locations.
Line_#- Refers to field surveyors hand-drawn lines of revetments. They are numbered by orthophoto printout page and are not unique.
Source- Source of structure information; 1=field observations only, positional accuracy may be low; 2=field observations and USACE 1995 datalayer, greater positional accuracy; 3=USACE datalayer only, 1999 survey crew was unable to get to locations of these revetments due to safety concerns, low flow, etc; 4=digitized from digital orthophotos (Willamette Falls only).
Bank- River bank where structure is located, facing in a downstream direction. L=left; R=right.
RM_DOWN- Downstream extent of structure; estimated during field survey and based on State of Oregon Parks booklet for river miles (not equivalent to USACE river miles).
RM_UP- Upstream extent of structure; estimated during field survey and based on State of Oregon Parks booklet for river miles (not equivalent to USACE river miles).
TYPE- Type of structure. D=Docks; P=Pilings only (no attached piers or docks); R=Revetment (along the bank); W=Wing dam or jetty (extends into channel).
MATERIAL- Material used in structure. Where more than one type of material was listed, the dominant type is listed. R=Rock (ranges from boulders to crushed rock); W=Wood; M=Metal (ranges from steel pilings to car bodies); C=Concrete; D=Dirt/earth.
HEIGHT_MAX- Maximum height in meters above the water level at the time of the field survey. Based on visual estimate. Usually surveyors designated only a single maximum height. If a range was given, lower value is in HEIGHT_MIN.
HEIGHT_MIN- Minimum height in meters above the water level at the time of the field survey. Based on visual estimate.
PCT_BARE- Percentage of structure with no vegetative cover. Visual estimate.
PCT_GRASS- Percentage of structure covered by grass. Visual estimate.
PCT_BRUSH- Percentage of structure covered by low brushy vegetation, less than 1m high. Visual estimate.
PCT_BRAMBLE- Percentage of structure covered by brambles (usually Himalayan blackberry) up to 2 m in height. Visual estimate.
PCT_SHRUB- Percentage of structure with shrub (usually willow) cover. Visual estimate.
PCT_TREES- Percentage of structure with tree cover. Visual estimate.
PCT_MISC- Percentage of structure with miscellaneous vegetative cover, such as urban/suburban yards, ivy, etc. Visual estimate.
SP1- Dominant tree or shrub species. POTR=Populus trichocarpa (black cottonwood); SASP=Salix species (willow); ACMA=Acer macrophyllum (bigleaf maple); FRLA=Fraxinus latifolia (Oregon ash); COST=Cornus stolonifier (osier dogwood); NA=species not available, field notes refer only to "trees".
SP2- Codominant tree or shrub species. POTR=Populus trichocarpa (black cottonwood); SASP=Salix species (willow); ACMA=Acer macrophyllum (bigleaf maple); FRLA=Fraxinus latifolia (Oregon ash); COST=Cornus stolonifier (osier dogwood); NA=species not available, field notes refer only to "trees".
DBH1- Estimated average diameter of SP1. If range given in field notes, mean value entered. If SP1=COST or SASP, shrub diameter is 5 cm by default. Entries in SP1 but not DBH1 indicate no field estimates made.
DBH2- Estimated average diameter of SP2. If range given in field notes, mean value entered. If SP2=COST or SASP, shrub diameter is 5 cm by default. Entries in SP2 but not DBH1 indicate no field estimates made.
FIELDNOTES- Comments from field data sheets and field aerial photos; edited by Linda Ashkenas during data entry. May include notes from digitzing.
SLICES_ID- Derived from slices coverage; see metadata for SLICES_v21.
FLDP_KM- Derived from slices coverage; distance in km upstream from Multnomah Channel: see metadata for SLICES_v21.
RTE- Derived from slices coverage; indication of main route slices: see metadata for SLICES_v21.
CORNER- Derived from slices coverage; indication of corner slices: see metadata for SLICES_v21.
