Description
Abstract:
This coverage was developed to serve as the analytical "backbone" of the
Willamette floodplain, for use in characterizing the area within the
floodplain and in the analysis of how the floodplain has changed over time.
The basic idea is to analyze the river, its riparian vegetation,
population patterns, ecological processes, and economic value, relative to
its floodplain -- rather than using a human-imposed North-South East-West
grid. The outer boundary of this coverage is believed to be a reasonable
approximation of the extent of historical floods in the valley.
Purpose:
The purpose of generating this coverage was to agree upon a common
framework for analysis of areas within the Willamette Floodplain.

Procedures_Used:
The basis of this coverage was another coverage named WR_FLDEX, which
represents the historical floodplain of the Willamette River. This
floodplain is defined by the historical floods of 1861, 1890, 1943, 1964,
and 1996, as mapped by the U.S. Army Corps of Engineers. (Separate GIS
coverages are available for each of these years.)
A simplified floodplain axis was constructed, which consisted of the
simplest line that could be drawn down the axis of the floodplain, while
still staying within the outer boundaries of the floodplain.
An AML written by John Gabriel (segment.aml) of Alsea Geospatial, Inc. was
run to delineate a floodplain axis and create 1 km sections along that axis
which extend to the full extent of the floodplain and roughly divide the
floodplain into cross-sections.
After the aml was run, the coverage was inspected. Some arcs had to be
copied from neighboring sections when the aml had altered the angle at
corners by averaging in an undesirable way. Every effort was made to
"maximize slices and minimize wedges", meaning we attempted to keep all of
the slices at 1 kilometer intervals with uniform width across the
floodplain. When a corner was inevitable, the minimum number of wedges
were used to achieve the corner by rotating the arcs on the Floodplain
Kilometer point.
Subsequently, the outer perimeter arcs were expanded to match the full
extent of our four coverages for the active channels of the Willamette
River from 1850, 1895, 1932, and 1995. In some places, the active channels
exceeded the floodplain boundaries. To correct this error, we expanded the
SLICES outer boundary to 5m beyond the active channel extent.
