Description
Abstract:
This map was created to delineate the extent of the active channel and other
floodplain features for the Willamette River, Oregon, for the year 1895. The
extent of the active channel and features such as alcoves, secondary channels,
and islands were based on US Army Corps of Engineers river survey maps from
1895. Water bodies (primarily main and secondary channels) were captured from
the maps and interpreted for channel type.
Purpose:
The purpose of generating this coverage was to agree upon a common
framework for analysis of areas within the Willamette Floodplain.

Procedures_Used:
The data for this coverage came from the 1895 Army Corps of Engineers
blue-line survey maps stored at the Oregon Historical Society (OHS), Portland,
Oregon. We checked the National Archives in Washington, D.C., and the regional
archives in Seattle, WA, in addition to the Army Corps District Office in
Portland, but were unable to find original maps. Full sized photocopies of the
blue-line copies were obtained from OHS and scanned as TIFF files at 300 dpi at
the USFS office in Portland. The TIFF files were then transferred to USFS
Forestry Sciences Lab (FSL) in Corvallis, OR, where they were put onto the Unix
system, or the TIFF files were compressed and stored on floppy disks and FTP'd
into the Unix system at FSL.
Version 7.0.3 Arc Info on Sun workstations was then used for all further
processing of the images and creation of coverages. The TIFF images were
converted to grids using the IMAGEGRID command with square blocking. Each grid
was brought into ArcScan, a component of ArcTools, where it was georeferenced
using any available known points, such as communities, rocks, and hard channel
features. The 1932 river survey scans, also georeferenced for our project (see
separate documentation), were used to bridge georeferencing back to 1895.
After georeferencing, the grids were used as backimages, and desired
coverages were then screen digitized. When scanlines were clean the ArcScan
tracing option was used. Coverages created from these maps include active
channel, low water channel, features (points), structures (line), maximum depths
at each transect, and a coverage showing where original maps joined.
After digitizing the coverage it was cleaned with a fuzzy tolerance of .002,
which defaulted to 1 meter. Dangles and overshoots were corrected and the
coverage was then built.
All coverages were projected to UTM coordinates, zone 10.
Active channel is defined as the portion of the river and floodplain
innundated at normal winter flood flows (i.e., those with an average return
interval of one to two years). The extent of this area was determined primarily
from vegetation type and presence.
