Abstract:
This vector coverage maps the Willamette River Greenway as portrayed in the July, 1976 proposal developed by the Oregon State Parks and Recreation Branch of the Department of Transportation. The greenway boundary was digitized from the black line drawing in the four photo books, sometimes corrected with USGS Digital Raster Graphs (topographic quads). County and city boundaries from the Oregon State Service Center for GIS were added to the coverage for jurisdictional identification purposes. The coverage was developed by Doug Oetter, Department of Geography, Oregon State University, in 2001.
Purpose:
This coverage outlines the Willamette River Greenway as proposed in 1976. It is a useful reference for lands included in Oregon Statewide Planning Goal #15, but has not been modified to reflect changes in the greenway boundary made since 1976. This coverage should not be used for legal definitions of the greenway boundary.

Process_Description:
The greenway boundary was hand-digitized on screen at a display scale of 1:4000 from the photo sheets in the four OSPR books. The source photography for the digitizing environment was 1995 digital orthophotographs prepared by Spencer Gross Inc. for the US Army Corps of Engineers-Portland District and others. In some cases where the river had shifted course dramaticallly, and the reference features on the 1995 orthophotographs were obscured or missing, the photo page for that section of the river was scanned, geo-registered using available ground control points, and the greenway boundary was digitized from that. The process was completed in four stages, one for each photo book, and then appended to form one coverage. County lines and city limits were added in from the Oregon State Service Center for GIS coverages. Preliminary coverages were received from the Benton County and Lane County planning agencies; these were subsequently edited to match the screen digitizing procedure standards developed in the other counties.
